The ninth session of the Meeting of the Parties to the Convention on the Protection and Use of Transboundary Watercourses and International Lakes is organized by the United Nations Economic Commission for Europe (UNECE) in cooperation with the Government of Estonia.  This meeting will be a milestone for reviewing and accelerating progress towards achieving SDG target 6.5, discussing challenges and good practices related to transboundary water cooperation and the role of the Convention.

Expected participation: 

More than 500 representatives of Ministries responsible for water, environment, foreign affairs and development cooperation – from both Parties and non-Parties to the Convention – together with representatives of joint bodies, international and non-governmental organizations and academia from all regions of the world are expected to attend.

Objectives of the meeting: 

The high-level segment, scheduled on 29 September, will focus on “Water and Peace” – see below  for more information.

The meeting will consider different aspects of transboundary water cooperation that have been addressed in the Convention’s programme of work for 2019-2021, such as the development of agreements in shared basins; equitable and sustainable water allocation in a transboundary context; benefits of transboundary cooperation; water-food-energy-ecosystems nexus; monitoring, assessment and data-sharing; climate change adaptation and the financing of transboundary water cooperation.

Progress in implementing the Water Convention and transboundary water cooperation more broadly will also be reviewed, notably by launching the second report on the implementation of the Water Convention, and by discussing the outcomes of the second reporting exercise on SDG indicator 6.5.2.
The meeting will feature the launch of five new publications to support transboundary water cooperation:

  • The Checklist on the development of agreements or other arrangements for transboundary water cooperation;
  • The Handbook on water allocation in a transboundary context;
  • The publication “Financing and funding transboundary water cooperation and basin development”;
  • The publication “Solutions and investments in the water-food-energy-ecosystems nexus: a synthesis of experiences in transboundary basins”; and
  • The publication “The second progress report on the Water Convention“
